They Call Her Shady

Stripes Shady was a criminal psychic who operated in the years following the Second Psychic War. It was believed that she was the daughter of two relatively powerful Imperial Executors, but may have fought on the side of the Cave Grove Kingdom during the war.

For several years following the war, a number of varied crimes were occurred in ways impossible for normal humans to commit. Banks were robbed with their vaults still sealed, national treasures went missing with alarms and safeguards still in place, and two monuments even went missing. Several criminal investigation agencies became involved with the hunt for what was believed to be either a number of different independent criminals, or an extremely well organized group. It wasn't until an item known as Vief's Helm was stolen from a military vault that psychic investigators became involved. They eventually traced the immense metal crown to a desert world, where a system of caves full of plundered loot were discovered.

Within the caves, the investigators and their human police colleagues encountered a psychic human female, who was incredibly skilled at teleportation. She escaped them numerous times, until finally being grounded by one of the investigators who held her from teleporting away until she surrendered. Unfortunately for the investigators, their collective guard was let down for a split second while transferring her to their ship, and she escaped, teleporting away to one of the hundreds of human-inhabited worlds.

She would be spotted on occasion, and crimes fitting her modus-operandi would continue to be committed, but investigators would never find themselves close enough to apprehend her again.

So yeah, this character is based on and was done at her request. I think it came out rather nicely
